ARRA and Reporting
ARRA clearly states that taxpayer dollars spent under ARRA will be subject to unprecedented transparency and accountability. As a result, extensive reporting requirements have been implemented to track and assess the use of all ARRA funds. While the ARRA reporting requirements generally apply to prime recipients (e.g., states receiving “pass-through funding, such as Community Services Block Grant (CSBG) or Weatherization Assistance Program (WAP) funds, or CAAs receiving direct federal funding, such as Head Start), prime recipients can delegate some of their reporting requirement to sub-recipients (e.g., states can delegate to CAAs receiving CSBG and/or WAP funds, and CAAs receiving Head Start or other direct federal funding can delegate to delegate agencies or other sub-grantees). The first quarterly report required by ARRA is due October 10 and must be filed on www.FederalReporting.gov.
- OMB Issues New Guidance on ARRA Jobs Reporting
In response to confusion about how to calculate and report estimates of jobs created and/or retained by Recovery Act funds, the federal Office of Management and Budget (OMB) has issued new guidance on ARRA jobs reporting. This guidance applies to ARRA reports due January 10, 2010.
