Early Retiree Reinsurance Program

HHS is now accepting applications for the Early Retiree Reinsurance Program.  HHS recommends that applicants read the application instructions and frequently asked questions before submitting applications. Funding for the program is expected to be used up quickly, so submit applications as soon as possible.

The Office of Consumer Information and Insurance Oversight

In partnership with HHS, The Office of Consumer Information and Insurance Oversight (OCIIO) will implement, monitor compliance with, and enforce the new rules governing the insurance market and the new rules regarding medical loss ratios. It will also be responsible for rate review at the federal level, and for providing rate review grants to states.

IRS Notice 2010-38: Tax Treatment of Health Care Benefits Provided With Respect to Children Under Age 27

As a result of changes made by the new health care reform law, health coverage provided for an employee's children under 27 years of age is now generally tax-free to the employee, effective March 30, 2010. IRS Notice 2010-38 explains these changes and provides further guidance to employers, employees, health insurers and other interested taxpayers. View Notice 2010-38.
